He is just saying those who bought already want COE to go up for self interest or for govt to collect more money and use them for public good (this is not real mostly, so option 4 is a red herring). At the end, the survey will conclude people are mostly not objective and want price to go up or come down for their own self interest. It is a fact and why the hell we need a survey??? P.S.
