With or without tiered fines, people will still park illegally, be it for convenience or drop off passengers or whatever. It only serve to make people complaint more. Instead of giving demerit points for parking on double zig zag lines, they should just tow the car away and make the owner pay for the towing fees and all the other fees plus fine. Better deterrent cuz the rich people cannot just pay the summon and go away. They have to go through the hassle of getting the car released. Plus can create more jobs. So if the govt wants to cut down on illegal parking, will need to increase the number of parking lots available.Places like Thomson Plaza is terrible. Limited parking space within the building, and totally no alternate parking within 200M radius. Hard to fault people for illegally parking. Increasing fines for repeat offenders is a way of curbing the demand by creating fear. People are lazy to walk and cheap to pay parking. enforcement via officers on bikes are useless, as motorist are like flies, wave your hand and they go away but as long as you do not keep waving the hand the fly will land on the food again. i agree with other posters that the best deterrent is to tow away. Its mainly because people are lazy to park on thought they can save on some parking charges. The coffeeshop near my block always have people parking illegally along the road although they already put double zig zag lines there.
