Your title say broken, but your content say otherwise.

If it is a single carriageway, ie, 1 lane on each direction, and the dotted white line is in the centre, with NO double yellow line at side. Yes, you CAN park. eg, those private estate which are quiet, with no eatery around.

If it is a double carriageway, ie, 2 lanes on each direction, normally there will have dotted white line separate the 2 lanes, but a continous line separate the 2 direction, then you CANNOT. remember you cannot PARK, even though the dotted line is there, cos there is a Continous white line in the centre, eg, IBP, are of this types.

Nope, I dont work there, but one of my customers office is there, so I do go there frequently. Yes, my AiM when I go there is leave IBP before 5pm, else nightmare...

Cos there is one time I leave at 7pm, and was jammed there for 15~20 min just to get onto PIE... [shocked]

LTA very smart one... usually when u find broken white lines, there are double yellow lines at the kerb side, suck thumb.

OR

there are no markings at kerb side, but single continuous white line.

There are only a few roads that fulfill the conditions of broken white line and no double yellow line.
