SINGAPORE: Police on Monday (Aug 21) released photos of a man suspected of being involved in a fatal hit-and-run accident last Thursday morning. 

He is believed to be the rider of a power-assisted bike that hit a 78-year-old man outside McDonald's at Jalan Bukit Merah, towards Queensway, at about 6.35am on Aug 17.

Police said the e-bike rider left the scene before officers arrived.  

The pedestrian had serious head injuries and died on Saturday, police added.

Police urged members of the public to come forward if they have any information on the accident. They can call the police hotline at 1800-255-0000 or submit the information online via the I-Witness portal. They can also lodge a police report at any Neighbourhood Police Centre or Neighbourhood Police Post. All information will be kept strictly confidential, police said. 

Those found guilty in a hit-and-run accident could be fined up to S$3,000, jailed for up to 12 months or both on their first conviction. Repeat offenders could be fined up to S$5,000, jailed up to two years, or both.

E bike has been on the road before car lite.  This is due to lack of enforcement.

 

The biggest problem for Singapore road system is LACK of enforcement.

 

W/o enforcement, whatever rule is just talk only.

There is no law without enforcement.

SINGAPORE - A 49-year-old man has been arrested in connection with a hit-and-run accident along Jalan Bukit Merah last week that resulted in the death of a 78-year-old man.

Last Thursday (Aug 17) at about 6.35am, Mr Song Chee Keong was hit by a power-assisted bicycle - otherwise known as an electric bicycle or e-bike - outside a McDonald's outlet along Jalan Bukit Merah, sustaining serious head injuries. The e-bike rider left before the police arrived at the scene.

Mr Song later died of his injuries in hospital last Saturday.

The Singapore Police Force had earlier appealed to the public to come forward if they had information, and on Monday  released photos of the man suspected of being involved in the accident.

The police said the man was arrested for causing death by a rash act and that investigations into the case are still ongoing.

The maximum punishment for causing death by a rash act is five years' jail and a fine.

 
 

In June, The Straits Times reported that there were 54 accidents involving e-bikes last year (2016), up from 39 the previous year, though the number of fatal accidents decreased from five in 2015 to three last year.

National University of Singapore transport researcher Lee Der Horng believes stricter regulations and greater enforcement efforts may be needed to curb the problem.

 

"We may have been a bit too rushed in allowing electric bicycles and personal mobility devices (PMD) to be used here," he said.

 

However, Mr Denis Koh, chairman of PMD enthusiast group Big Wheel Scooters Singapore, noted that the accidents accounted for only a small percentage of the total e-bike population here, which is estimated to number around 30,000.

 

Although the LTA has a team of 24 active mobility enforcement officers - who work to deter reckless riding of PMDs, bicycles and e-bikes - supported by about 800 community volunteers, there is "only so much they can do", said Mr Koh.

 

What is needed instead is greater awareness among e-bike users of the rules governing the use of their devices here, he said.

I agree. Not too pleased with his attitude as well.

Perhaps this is a refection of the general PMD community.

 

Anyways, I do wish him a safe and healthy 7th month.

Hey ,

This is for siao Lang and tembeling road husband,

 

1. Full face helmet on PMDs? Should arrest on sight and one day jail. Imagine if the uncle/ our father killer wore a mask and full face helmet. Anyhow grab a guy and then? And then? And then?

2. No insurance payout for PMD users if involved in RTA. No claim allowed against motorist, no fault on part of motorist -- radical yes but make these PMD users know they have zero protection and it is their responsibility to protect their life and limb. Even if they could not be bothered with others.

3. PMD is a good idea but the use is not regulated, irresponsible use is rampant, such as dirt bike full face helmet on electric scooters zipping across traffic crossing without regard. Thank goodness I checked for a second user before driving across, otherwise the sobs at ubi will say it is my fault for crushing a poor minority woman under my vehicle.

4. Please return to lightning quick and effective management.

5. The businesses that profit from the sale of these devices, the business owners, those that lobby for car lite are not wrong, it's those that create this mess, the end user. In the army, bombs/guns are kept away from questionable servicemen. Who has failed here?

6. Should have a special team of MPS dedicated for safe and responsible PMD use.

PMD I mean all electric power devices ebikes, escooters, eunicycles.

7. Could a eunicycle be prepared as an IED? I think can, should we permit these devices in buildings?

8. We stupid or could not be bothered?

9. Now someone has died so someone could make their salary. You know who you are.
