Govt to make it crystal clear casinos cannot target domestic

SINGAPORE - The Government is studying ways, including looking at the experiences of other countries, to deter frequent gamblers from visiting the casinos.

 

It will also "soon" amend the Casino Control (Advertising) Regulations to make it "crystal clear to both casinos that they cannot target the domestic market", Acting Minister for Community Development, Youth and Sports Chan Chun Sing said yesterday.

 

Mr Chan added that as of Oct 31, there were more than 26,000 self-exclusion orders issued to foreigners.

 

He was responding to questions tabled by Nee Soon GRC MP Lee Bee Wah.

 

In a written reply, Mr Chan said: "The regulations will also be widened to cover not only advertisements but any promotion of the casinos, which should prevent incidents like the heartland shuttle buses. We will make further announcements in due course."

 

Noting the difference between frequent gamblers and impulsive gamblers, Mr Chan reiterated his ministry's concern on the former group.

 

Mr Chan said that in Holland, for example, the authorities look out for frequent gamblers and interview them. Said Mr Chan: "Depending on their assessment, they may subsequently limit the patron's visits to the casinos or even exclude them. Depending on our assessment of the problem, we may consider different measures to deter frequent gamblers. What we put in place eventually, if any, will have to suit our local context and meet our needs and situation."

 

Ms Lee also asked if the Government planned to raise the casino levy for Singaporeans in an effort to discourage gambling.

 

Mr Chan reiterated that the S$100 entry levy is to "signal that gambling is an expense and not a means to make a living, and to discourage casual and impulse gambling".

 

He added: "Some believe that a higher levy will be a more effective deterrence. Others worry that increasing the levy will only cause Singaporean visitors to intensify their gambling so as to 'max out' the upfront cost of the entry levy. The jury is still out as to which is the likely behaviour of Singaporeans if we raise the levy."

 

On Ms Lee's suggestion to impose an casino entry levy on foreigners as well, Mr Chan said the ministry was focusing on a "targeted approach of combining education and casino exclusions".

 

He added: "Such an approach also emphasises individual responsibility. For an individual, self-exclusion can be a much more effective upstream safeguard against problem gambling than even a downstream monetary quantum."

 

The National Council on Problem Gambling will continue to work with the Ministry of Manpower and employers to advise foreign workers to apply for self-exclusion, Mr Chan said.

 

Mr Chan stressed that the safeguards - while stringent - for foreigners and Singaporeans "should not and cannot replace individual responsibility".

 

"Individuals must make the correct decision to gamble responsibly. In our Asian context, we also encourage families to play their part in helping their family members to do what is right," he said.

actually the way the government is carrying out this casino business

demonstrates they are not human

foreigners are also human if they loose money until pok kai then they destroy their lives too

 

it is about responsibility by the government to her own citizens and to the world too

 

if they treat human lives and morality so indifferent

Me n my few frens are leisure gamblers.Occasionally,we will travel up north.

For the $100 entry levy,I think it works well for us as it deter us from going.So far,I only been to RWS less than 5 times.I cannot imagine if there was no entry levies,I might juz go there as where and when I'm free :D

 

The $100 doesn't seems much for those hardcore,but like us,abit heart pain to pay especially I'm quite "pantan",haven't gamble,already lose $$$.

 

As for the increase of levy,for hardcore,I think they dun really care too much.For some,pple will think that the govt wants to earn more $$$.

You can take never never stop a frequent gambler from seeking other sources of gambling.

 

I rather everything is legalised and easily taxed than the money flowing into all the illegal operators.

 

Argue till the cows come home but those who know better or have experience first hand with problem gamblers know this to be true.

It is not really about stupidity. This is what happens when you are both the devil and the angel. Kudos to them thinking that it is possible cosplaying both roles :D

and their associated evils are readily available

criminal activities knows no boundary

they should know better

but greed to boost GDP

to make one Lee happy that is marina bay dreams come true in his life time

 

countless lives are destroyed

 

this industry - apart from employment what major good does it bring to society at large

even employment - alot are FTs

the associated shopping and leisure activities in and around the casinos - who gets to enjoy it, the rich and the very rich of course

in our case, the entity playing angel and the devil is the same. Overseas maybe the authorities might be involved in alot of lupsup stuff indirectly we don't know but can you find another garmen that likes to micromanage and want a share of everythign that much? i doubt so.

there are only 3500+ sinkie self-exclusions..whereas the foreigners self-exclusion is 26000..so locals like to gamble more?

 

Honestly the rule on exclusion is weird...

knowing a hard core gambler...

u can never control him...

he will find ways and means to gamble...

 

hence especially for those who self applied makes me feel even weirder...

Wonder how many has actually "quit" gambling...

Exclusion is only to casinos....there are so many ways of gambling.............what nonsense.

stupidity is beyond words

 

if those know how to exclude themselves also mean they know of their problems

 

the bigger problem is those who have a problem but dont know that and dont realise it

these people will not know how to exclude themselves

talk about drugs and all its ulginess

gambling is the same

one death is one too many

one family destroyed is one too many

 

if you know the fish got poison why buy and keep it and eat it (casino)

then build hospital (MCYS) to deal with the problem

I'm not sure about Korea.

But since when did Malaysia ban their locals from casinos?
