S'pore PR fined for operating unlicensed employment agency

SINGAPORE: A 30-year-old Singapore Permanent Resident has been fined S$50,000 for operating as an unlicensed employment agency.

 

De Luna Noriza Dancel is the first agent to be convicted as the principal offender since the revised Employment Agencies Act came into effect in April 2011.

 

She was also fined S$2,500 under the Employment of Foreign Manpower Act (EFMA) for employing her Filipino husband, Caladiao William Tolentino, who was without a valid work pass.

 

The Ministry of Manpower (MOM) said De Luna was issued a licence in July 2010 to operate the RSD Consultancy & Services employment agency.

 

While still engaged as director of RSD, she set up another agency with William, without obtaining a licence for it.

 

She engaged William, who was then in Singapore on a social visit pass, to run the unlicensed agency.

 

He assisted her by posting job advertisements, sourcing for prospective employers and employees, and collecting agency fees.

 

De Luna's licence for her first agency expired in July last year, but was not renewed as she was being investigated by MOM for operating the unlicensed agency.

 

MOM said despite being under investigation, she continued with her unlicensed agency activities, and even set up a third agency, again without a valid licence.

 

De Luna and William were arrested in December last year.

No wonder the whole island is full of pinoys . Wife employ hubbies , next hubbies employ mistresses to work at KTVs , geylang ; all on social pass can liao !

This is the beginning. They start with illicit businesses then they realize they should do legitimate ones then they succeed then more succeed.

 

Anyone know how many new registered businesses are FT owned? [laugh]

i always think that gov open 1 eyes and close 1 eyes ... sibei sia sui

 

all these illegal setup, tui na shop with special, overcrowded FT staying in 1 room, heartless employer who don't pay FT,

all these illegal activtieis, if gov want to clean up sure can clean up swee swee one

how big is singapore? ang mo kio got 1 cat give birth ... chua chu kang residents will also find out

Nevertheless, you can see how daring and enterprising they are... set up and run not just one, but three businesses without a care in the world. And making money too, I suppose (else they wouldn't be setting up multiple businesses).

 

These are very "hungry" people. How many people here, even graduates, dare to set up and run their own businesses, rather than take the "safe" path of being employee??

you bet they are.... employers(the HR manger or those incharge of recruitment in the co) and agency all take kopi money on top of the normal agency fees to favor their "countrymen"

Just like that noodles shop china man few years back.

 

Singaporeans lack the do first ask later mentality!!

We should learn from these FT in order to survive.

 

Today MyPaper also talk about the coffeeshop business. The locals kingpin claimed they look after the stall holders ability to afford the rents and the customers welfare before bidding for a coffeeshop. And blasted those foreign investor which bidded high, and then works backwards at 7% annual profit, to decide the stall rental, irregardless of whether the stall holders will be profitable or offering good value to customers.

Ha! Years before this incident there were plenty of unlicensed employment agencies especially back when sgp open its floodgates to FTs & FWs and before the casinos were built. The authorities did nothing to control them. Only recently dan someone said sgp will rely less on foreigners so now dan they do something.

 

The rules on employment are ever changing as and when they like, if you are an employer you will have a big headache when you need manpower.
