The only way the common Singaporean can raise above the line for everyone else is if publicity is attracted to such a degree that mishandling will cause embarrassment for the authorities. TP also. So many escort 1 presumably very important vehicle. Imagine how much more can be accomplished if they were deployed out onto the streets. In effect, taxpayers pay for the special treatment that very important visitors enjoy, sometimes at the expense of the taxpayer who is stopped from proceeding to let the VIP pass!
