They wouldn't. They just kowtow to money. As long as the person has lots of money, especially if they earn more than the ministers themselves, they are considered elite.

Of course elites have no say in policy making. The gahmen will sway the policy in favour of them. The $$$ is not to move anyone. It is to move the country forward. Without these investments, Singapore's GDP would suffer. Imagine if they pulled out of Singapore and bring with them billions. Who suffer?
