There's many calling cards for that at a cheap rates but sometimes connection is a bit problematic. Some telcos also got add-ons to the subscription plans that let you made overseas call at local calling rates eg my M1 line just pay $5/mth and calling Vietnam just deduct from my 700 mins plan....... Admittedly in public areas it might be difficult but hotels, airports, restaurants normally hv free wifi. Obviously if u really need to communicate frequently then I guess like what most bros mentioned, buy local SIM card would be the best option. There's a one-time activation fee of $2 per passport, plus a $10 monthly subscription per passport. (Europe data passport is $50). I usually swap out my existing sim card with overseas sim card. Existing SIM card just put in my spare phone. For dual sim phone, i think you need to put your new sim card in the primary card slot for data.
