If one thinks so and starts acting on this, the next person will say "Hmmm, if I don't do the same thing, I lose out" so he starts following the first guy. But if I am ah Lui, and I wanted to regulate the COE, then of course I will implement changes during the bumper year with more COE. So don't be too happy yet.
