Who knows, his 24yr-leave way of survival with full pay can bring a much needed fresh breath of air into SGP and help local work force to achieve a better work - life balance ratio of 0 : 24, best in the work?!

You are right.

I have the highest admiration for this country's working culture.

If you read the article carefully, the problem goes a lot deeper than the chap missing from work for 24 years.

His bosses knew, but couldn't do anything about it. It took until 2007 for dismissal charges to be brought against him and after that, took until 2015 to get him sacked. All this time, he didn't report for work.

What does that tell you about their labour laws?

"Assistant executive engineer A.K Verma went on leave in 1990 after joining India's central public works department (CPWD) a decade earlier. Verma defied bosses' orders to return to work after his requests for additional leave were denied, but it took until 2007 for formal dismissal charges to be brought against him, the ministry said in a statement."

India is well known for missing deadline.

Take for example, they try to develop their own fighter jet to compete with the F-16 (which Pakistan got from the US). After 30 yrs, this fighter still in development phase where as the F-16 is going end of life...... :D
