Any workshop in Singapore could install 3rd row foldable seat to SUV or wagon? i.e. Harrier, Shuttle etc

Only if your car has a variant that is a 7 seater. Then it would need to have the necessary parts purchased - including two additional seatbelts. You would likely lose your spare tire and whatever luggage space you used to have. 

 

You probably should update the LTA that your passenger capacity has increased as well. Though that would possibly result in you jumping through as many hoops as the Tesla guy did.
