Long ago Govt banned those full face helmet, as got too many robberies like this cannot catch.

 

Then when no more such robberies, rules relaxed and these helmets sold many many...

I never understand armed robbers trying to rob banks.  So troublesome, with risks of canning, all for ony 1-2000 dollars.

 

There are easier ways to make big money.  Like starting a congregation, or temple.
