"Parking Auntie" summon innocent drivers, kenna jail

SINGAPORE - A parking officer skipped her patrols, claiming that she had to take care of her ailing grandmother - and tried to hoodwink her bosses by issuing summonses to motorists who had not broken any rules.

To make them believe she was fulfilling her daily work quota, Noorasimah Jasman entered the registration numbers of vehicles without season parking tickets into an electronic record system, despite not knowing if they were even parked in the area she was meant to be patrolling.

In what The Straits Times understands is the first case of its kind, she issued summonses totalling slightly over $1,000 to more than 30 motorists - before being rumbled by one of her victims.

The 33-year-old was sentenced on Monday (Oct 15) to four weeks' jail after pleading guilty to 18 offences under the Computer Misuse and Cybersecurity Act.

Thirty-six other charges for similar offences were considered during sentencing.

Noorasimah committed the offences in June and July last year while working in the Choa Chu Kang area for Ramky Cleantech Services, which offers enforcement services involving carpark gantries and parking spaces.

It managed several Housing and Development Board-owned parking spaces.

At the beginning of her shifts, she would meet her team leader to collect a handheld scanner and a daily patrol accountability form.

Noorasimah was supposed to record on the form the number of vehicles checked and the number of summonses issued for each carpark she patrolled.

She was required to check at least 60 vehicles per carpark in order to meet her daily work quota. However, Deputy Public Prosecutor Alfie Lim said that there was no quota on the number of summonses issued.

She had to return the scanner and form after her shifts, the court heard.

DPP Lim said that during her earlier patrols, Noorasimah managed to keep records of the registration numbers of vehicles that did not have season parking tickets.

She keyed them into the Integrated Car Parks System (ICPS) - a parking offence management system maintained by the HDB, which Ramky officers had access to.

DPP Lim told District Judge Kessler Soh: "The accused claimed that her grandmother, whom she takes care of, was in ill health around May 2017. Because she needed to care for her, the accused did not patrol the carparks assigned to her.

"She... did not know if the vehicles had even been parked there, let alone if they had been parked in violation of parking rules. She thus caused the vehicle owner to be issued with summons in respect of parking offences which they had not committed."

In June last year, a motorist received letters from the HDB over purported parking offences even though no one had driven her vehicle. She alerted the police and Noorasimah was caught.

In all, 16 vehicle owners paid fines totalling $304 due to Noorasimah's scam.

The HDB has since cancelled the remaining false summonses and refunded the fines. Noorasimah has lost her job.

Defence counsel, Mr Chu Hua Yi, told the court that his client was deeply remorseful. She is out on bail of $10,000 and was ordered to surrender at the State Courts on Oct 31 to begin serving her sentence.

we take the shortest route to achieve what we want, regardless of the consequences

I am not sure if we are too late to change

 

our society is just too pathetic

 

we complain and complain, and ONE loud voice or threat, everyone becomes a church mouse

 

we have this huge sense of entitlement, that is why we fight for seats, carpark spaces and etc

 

we fear failure and society actually punish failures, eg we look down on bankruptcies

 

we pay lip service and pretend there is NO problem

 

we got our priorities wrong, we build 880K rubbish bin (it is so wrong yet we try to justify that is correct), we have poor citizens dying left right and centre because not enough of hospital bed - but even public hospitals are sending agents (paid with huge commissions) to attract foreign paying patients, etc

 

 

we got really got to walk up 

 

grassroot members and leaders please reflect the reality to your higher bosses and not sugar coat them so they think everything is doing well

 

just remember, we are one of you too

No wonder Singaporeans got so many kanna scams big time - cos small things no check/verify, then big things also likewise lor...

So if police never got involve, all these wrongly issued summons will never be discovered. The contract company also have no measures if their workers are genuinely doing their job. Contract should be terminated with immediate effect.

Funny, I remember seeing the staff take a series of photos when they want to impose fine. As proof in case the driver later claim only stop for a while.

I think the staff supposed to key in the number plates of every vehicle in the carpark at that patrol time. Then it is checked against recorded list of numbers of season parking holders.

 

Those not found on the list auto tio summons.

 

This lady anyhow key in numbers of vehicles, that's why even cars that were not at the location also got summoned.

When govt agencies sub-contract the work to ah beng ah seng cleaning companies. This is the quality we get.

 

Obviously there's kpi quota to meet and making payment is always easier dan making appeals. We as drivers are at an disadvantage position.

 

In the end waste civil servants time attending to appeals, waste taxpayers money putting the individual in prison. Are we taking three step backwards or are we moving forward? I wonder.

Now we all know why at certain time just before pang kang, some will suddenly appear in gantry CP, scan the big signboard and start checking every vehicles parked in white lots. Come on.... for a gantry-controlled CP, is there a need to check for those cars in white lots?

They said no quota, but that does not mean a parking warren is allowed to submit zero fine at the end of the day. Fine payment income is what HDB uses to pay the outsourced vendors and in turn that is where the vendor will pay their contract staff. Think again, no quota? Really ?
