What banks currently provide refinancing service to new car owners? What is the current refinance interest rate now? Are there any conditions that we need to watch out for?

Take note... All new car financing contracts are subject to early settlement penalty charges. Some finance companies have an additional clause for refinancing penalty.

Oh is it? Can elaborate more? I am thinking of refinancing for new cars. Should be lower rate than prevailing interests rates right?
