Cost approximation - spray/change tyre&rims/lower car

Want to do the following to my 5 year old 1.3l car. Can anybody give a cost approximation for the following and recommend a shop or shops?

 

1. complete spray painting from dark blue to black?

2. Change tyres & rims from 15 inch to 17 inch

3. Lower(?) the car
