For Singapore next ERP system, current cellular mobile systems or third generation wireless communication could be employed and the mobile set could be embedded in the IU. As 2.5 Generation wireless communication, General Packet Radio Service (GPRS) has quicker session setup, permanent connection, lower cost, higher data rate performance[5]. Furthermore, it is IP based data transmission so the transceiver is unnecessary in the management center, which is connected with Internet. It is better choice for the next ERP system and can be easily upgraded into the next generation wireless communication.

why is it not practical?

this is the most efficient method of the PPU (pay-per-use) concept: you pay for what/where/when/how much you use.

this may mean every household can actually own a car. but they will limit their usage based on their needs and/or financial ablities.

think of it from a bigger picture, such a system can:

1. allow more people to own a car by doing away with vehicle quota system

2. control traffic congestions by controlling routes

3. control the overall carbon emissions by controlling usage

i think in terms of materialism, this will serve to achieve the goals of many citizens.

sure, the government stands to earn money from this, but it's like cigarettes and alcohol - they tax on people's addiction or basic weaknesses! for a small city-state with a rather comprehensive public transport system, cars are a luxury, not a basic need.

anyway, they are already studying this in depth. it's just a matter of time, they said.
