Up till 1949, China had 5 time-zones and geographically speaking, Sichuan should be at GMT +7 instead of GMT +8 (a.k.a. CST). It was only in 1949 when the communist took over that the 5 zones were remove and all follow CST at GMT +8.

 

So, can still argue that the Sichuan earthquake actually happens at 1:28pm "local" time. [:p] 05 12 1:28 GMT +7
