All you mentioned are high RPM NA vehicles. All these may well go the way of the dinosaur unless Honda spends lots of $$$ into developing engines that could meet the regulations (not easy). However, we won't be living with 80HP cars, TC/SC cars are still around. Large CC NA still around. Not necessary larger CC means less environmental friendly. IT depends on the driver. At low RPMs, there is more time for combustion and engine can run leaner. Hence, less pollutants. Hence, less pollutants. but overall a 2L car will always average around 10km/l while a 1.6L will average 13km/l means that a 2L will burn more petrol for the same amount of distance covered? so what is the purpose of phrasing out 1.6L cars with high rpm when 2L and above cars produce more emissions?
