These directions could come from the top or even the ministers themselves.

 

Either way, the Home Affairs minister is responsible.

If this is not his direction and ideas are from the SPF leadership, then he must be sleeping in parliament or as a minister for a long time to not even know what is happening. As a minister, if he is not satisfied with the performance or the direction the SPF is heading, he could easily call for changes.

 

If not, then blame the Finance minister for not allocating enough budget for the SPF for additional manpower.

You have desribed the line of responsibility / accountabilty well. Unfortunately the miw has different ideas.... if there's any credit, they get / claim it; when there's problems, their subordinates get the blames... [:(][:(]

The owner said he spent $600 for 2 cisco officers to guard the bomb thru' out the nite.

 

The police said they had secured the site after the call.

 

So I surmised that after the police received the call, they asked for 2 cisco policemen to guard the bomb and charge the bill to the owner?

 

I'm confused. :huh:

I think combat engineers EOD/CBRE is on 24hr standby for terrorist attacks which will cause more devestation and this is especially so after Osama's death... not forgetting some minister did told the people to be more vilgant a few days ago. Also possible is that SAF is more focused on potential terrorist attacks so those exposives which are not planted by terrorists (in this case dug up from the ground) will be handled by private contractors. Nonetheless, SAF needs to come in and clarify why they did not handle this case and only step in after the owner called DPM Teo.

 

I am however quite sure that SAF EOD/CBRE will step in immediately if someone found a suspicious parcel in a shopping mall as this is unlikely to be left over by the brits/japs 70yrs ago...

From what I understand, the line of command is

 

Police > cbre > eod

 

So if the buck stops at cbre then eod does not know

 

Dunno if anything has changed

Actually, a bomb is a bomb regardless how it gets to where it's found. It's a deadly weapon and nobody should take it lightly and allow it to be handled by someones who are not likely to be trained and disciplined in the best way. With due respect to commercial bomb disposal teams, i would rather trust the SAF experts instead of the former whose prime objective is to make money, unlike the teams from SAF (i hope).

 

Having said that, the SAF expert team should at least do a prelim examination to ascertain the risk level of the bomb found and decides whether it should be passed over to their commercial counterparts or otherwise. Asking for commercial team to handle the case as a blanket solution is not in the interest of public safety. [:)]

From the latest clarification, SPF has in effect push everything to CBRE.

 

So the CBRE CO has to say something to clear the air.

 

Just curious when they started this "well-established practice" ( http://www.channelnewsasia.com/stories/sin...136581/1/.html) which the press had never reported as far as I can recall.

 

And what are the 20 cases that has been handled by specialist contractors for the past 6 months that are not reported?

 

Shell casings, rusted small-calibre/AA rounds or what?

 

Some how it seems to be turning into another MSK or Orchard flooding incident where piecemeal information are reluctantly released bit by bit.

 

When will these fellas ever learn...

You'll be surprised how much of SAF is outsourced now.

 

 

lets vote to outsource our gahment...

 

maybe form a company to produce ministers, polis chief, generals, etc...then can advertise on papers..."Ministers for hire"..but of course, not FT in this companies allowed, coz we dunwan FT gahment

shhhhhhhhhh.... skalie GIC/Tekjmasek read this and pre-empt us by forming their own team for sgp govt to outsource... they are into all kinds of business/servises, you know [:p]

the polis is a non profit agency, cisco is a money making company...of course push to cisco lor...if not where got fat fat bonuses for the shareholders???

the diff between polis and cisco is profit margins
