MHA clerical officer charged with forgery, CBT

SINGAPORE: A civilian clerical officer from the Ministry of Home Affairs (MHA), Liew Chee Meng, was on Thursday charged in court with forgery, cheating, criminal breach of trust and conversion of proceeds of crime.

 

The offences relate to acts allegedly committed in the course of his employment with the ministry. The total amount involved was about S$617,000.

 

Liew, 35, is alleged to have forged approval documents for purchases of gift vouchers which he then used for his personal purchases.

 

The alleged acts took place between 2007 and early 2011. They were uncovered by MHA in January this year following proactive audits undertaken pursuant to the SLA fraud case.

 

The matter was immediately reported to the police and subsequent investigations by the Commercial Affairs Department have resulted in Liew's prosecution.

 

Investigation officers have also seized nearly S$475,000 worth of goods from Liew.

 

As the case is now before the courts, MHA is unable to provide further details at this point in time. MHA added that it views this case "extremely seriously".

 

After the incident was discovered in January, the ministry took immediate steps to tighten procurement processes and strengthen internal controls.

 

An independent review panel comprising senior officials from other ministries and a statutory board was also convened to examine the facts and circumstances of the case, and to review current systems.

 

The panel has concluded its review and has made recommendations to improve procurement procedures and internal controls. MHA has accepted all the recommendations and implemented them.

 

Disciplinary proceedings have been taken against the five MHA officers whose oversight allowed the fraud to occur.

 

The relevant officers have been disciplined in accordance with the civil service's disciplinary framework.

As it is, goes to show that senior management often under-estimate their lowly rank-and-file staff, e.g. clerical officer, but actually these guys are the really smart ones. They know how to 'short-cut' the system... [laugh]

The result of paying the top but forgetting the bottom. Frankly, only top civil servants and politicians are paid a lot. The rest are not paid well and corruption occurs. If one argues from moral stand point nobody will be corrupted. Decision makers are paid well to be impartial yet cost of living is a burden to all throughout the system. Elitist system has its limitations and things are surfacing. Perhaps if cost of living is bearable it will not be so. Income disparity is the root. Elitist system is the cause of income disparity. Cutting the top pay may not solve it all, upping the broadbase salary is likely going to eat into budget surplus... Harsher sentence is likely the path Singapore will go down. Likely more red tapes to have more accountability and control. Ag office and mof has to come in hard and efficiency lowered... Accountability at the top is not there how to have it at the lower levels? Singapore is definitely less deficient and more boring moving forward...

not that they short cut, most of the time, the mgt trust the rank and file to do their job and approve blindly whatever they submit esp. small amount. Having said that, I got to say seriously the lowly rank and file is overwork and underpaid as compare to the private sector. And some mgt who cannot perform r there based on seniority and piece of paper. Most of the time rank and file are ask to do the sh***y work.

Can be done but a plate of chicken rice will cost you 10k... When everyone is a millionaire, everyone is equally poor.

Money is the greatest invention that fortified the rich as rich and the poor as poor...

 

The rich think of ways to make the poor work harder for money, in doing so the poor help the rich get even more money and widen the income gap further.

 

The day the poor decides not to chase after money and not to play the game, the rich becomes the poor and the poor become free.... food for thoughts...

The truth is "when the poor no longer chase after money, the rich becomes poor and the poor becomes free" can only be realize not so much of the currency in play but the choice of not playing by the terms of the elites...

 

I think I go on ISD will knock on my door and may brand me as new age Marxism... [laugh]
