Singapore's fertility rate hit an all time low of 0.78. It is now ranked #222 in the world out of 222 nations according to preliminary CIA estimate.

You're right. The key thing is, how did they define this figure?? By the total number of adults within the age range for child-bearing (for the women)?? If so, it possibly shows that many adults of this age were "imported" in recent years, far overtaking the number of births, thus the figure dropped drastically.

The total fertility rate is a period rate and hence a synthetic number... basically, it does represents an imaginary women giving birth to 0.78 child in her fertile lifetime.
