"Unused" in COE bidding process

I always see there are a number of "unused" COEs in every round of bidding even though the number of bids exceeded the quota...what do they mean?

The possible reason is this. If there are 5 person bidded the same amount but only left 3 COE, all the 5 will not get the COE, so unused COE will be 3.

In a quota of say 100 COE.

 

If 101 bidded the exact amt of $50,000. And the rest bidded range from $1 to $49,999.

In this situation no one will get the COE. And unused of 100 will bring forward to subsequent biddings.

 

If say there are 200 bidders for the 100COE.

And 101 of them bidded range from $1 to $49,999. While another 99 of them bidded the exact amount of $49,998.

Assuming out of the 101, got two joker bidded exact $49,999. Then these two joker will be awarded the Coe at $49,999.

While the unused of 98 will bring forward to subsequent biddings.

Does any one know what happen if you Coe expired before You can use it? For example cat e has 3 months to use and your car delayed more than 3 months. What happen?

The COE will be forfeited. But u can appeal to LTA to extend the COE with ur dealer providing documented proof that ur car will be delayed.
