THis is like a stock mkt "long squeeze", pple expect price to drop instead it fly up, then kanchiong spiders loaded w cash will think "woah better buy now before miss boat again". As long dealers allowed to bid on behalf of buyers, consumers will b taken for a ride literally coz they know exactly how many buyers waiting for coe vs coe quota so they literally "fix" the coe prices.
