Yes, they will do it after 2016

there's no need to wait so long..it begins on 4th May 2015 :D

---------------------------------------------------------------------------------

ERP rates in four locations to increase from May 4
The Land Transport Authority (LTA) announced on Monday (Apr 27) that it has completed a quarterly review of traffic conditions on Electronic Road Pricing (ERP)-imposed roads and expressways, and will be revising the rates at four locations.
There will be an ERP charge of S$1 from 7am to 7.30am for a set of three gantries on the Ayer Rajah Expressway (AYE) after Jurong Town Hall towards the City area, where previously there had been none.
There will also be a S$1 ERP charge from 7pm to 7.30pm for those going past a gantry at the AYE after North Buona Vista Road towards Tuas, and from 8.30am to 9am for those travelling on the southbound CTE before Braddell Road. Right now, there are no ERP charges for those time slots along these gantries.
The ERP rate from 8am to 8:30am on the southbound CTE after Braddell Road and the PIE slip road into southbound CTE (set of four gantries) will increase from S$3 to S$4.
All revised rates will take effect from May 4. The rates for other gantries will remain unchanged. LTA said the next ERP review – for this year’s June school holidays rates - will take place next month.

I cannot figure out this except the policy maker mentality being "why-not?!"

Does this solve a problem?

They need to think outside the box and across agencies. Encourage more telecommuting for workers. Encourage more hot desking for companies that may have multiple local addresses. We have 4G, and cloud services, so we are in a good position to utilize more technology to help.

When it's school holiday, road is less crowded, why?, maybe look into that and see how to further capitalize on what they find...

I do not make millions like our ministers and so I do not have a helicopter view of the whole situation in Singapore but I know as a road user and a person with an average IQ that if money can solve everything then this problem would already have gone away...
