SINGAPORE - Train service on the North East Line was disrupted by more than six hours on Thursday morning (Feb 27) due to a power fault, with commuters reporting confusion over the alternative arrangements made by operator SBS Transit.

SBS Transit first reported the power fault at about 6am, saying on its online platforms that train services at Punggol, Sengkang and Buangkok MRT stations were affected.

In place of the regular service, the operator provided a shuttle train service on one track between Punggol and Buangkok MRT stations, as well as free and regular bridging bus services. 

These were, however, insufficient to ease the crowd build-up during the morning peak hours at Punggol and Sengkang MRT stations, which are the main hubs of two LRT networks. Some commuters reported delays of up to 40 minutes in their journeys. 

At 10.40am, SBS Transit announced a further disruption: All train services between Punggol and Hougang MRT stations were stopped completely so that the power fault could be repaired. 

In addition, regular train services between Serangoon and Hougang MRT stations were replaced by a shuttle train service. The disruption affected six stations instead of three in the early morning. 

The fault was resolved at 12.22pm, with bus services continuing to ease the backlog. 

A commuter who gave her name as Rosy said she set off for work from Sengkang MRT station later than usual, at about 10.30am, after learning about the delay in the morning.

“I thought normally the delays will only last for two hours, but now it’s 10.30 and it’s still delayed,” she said.

Mr Chew Zhi Kang, 30, was one of the commuters who were turned away at Buangkok MRT Station after SBS Transit stopped all train services there for repair works.

“The (service staff) said (the service) was only down from Punggol to Buangkok, so I thought it was safe to take from Buangkok," said the engineer. “It’s a bit shocking, I just missed the bridging bus and I never expected it to last for so long.”

Some commuters said that the directions given by SBS Transit staff were confusing.

A housewife who asked to be identified as Jerry said she mistakenly hopped onto a wrong shuttle train at Sengkang MRT station. 

“I just couldn’t catch what they said,” she said. The signboards at the stations were not displaying the train’s end destinations, and commuters had to rely on the service staff’s announcements to figure out where each train was headed, she said.

University undergraduate Angie Peh, 20, said that she was directed by SBS Transit staff to take the free bridging bus service to Buangkok MRT station to hop on the NEL, but discovered to her dismay that the station was closed when she reached. 

“They have a lot of staff helping to redirect people so that’s good, but for the older generation, some are very confused," she said.

The Straits Times has contacted SBS Transit for more information on the power fault.

Track fault disrupts train service along stretch of NSL for nearly 2 hours

SMRT stated on its Twitter account at about 7am that a track point fault at Ang Mo Kio MRT station delayed train service from Bishan to Yio Chu Kang by 10 minutes.

At about 8.25am, it said the delay was extended to 20 minutes.

Why is smrt still facing train fault issues?

Ok ok, it's commuters fault. They should be working from home. KBW can proudly announce there were no issues during the CB period. 😁

Our MRT cannot cope with high volume of people. But har even now is phase 2, overall the number of people taking train still not say very high le, still havent go back to the pre covid situation, and yet the train break down liao?

Cannot be lah. Like that how to be car-lite? How to suppork white paper population in 2030? Cannot always ask ppl to pay more gst to solve their issues. Not fair to ppl who own cars.😁

Rail lines that were due to be completed in the next decade include the remaining phases of the Thomson-East Coast Line, Jurong Region Line and the first part of the Cross Island Line.

Stage 2 of Thomson-East Coast Line was set to be completed later this year. It would link up Woodlands to Caldecott via Mayflower.

The Circle Line, Downtown Line and North East Line were also due to get additional stations in the next decade.

Mr Khaw said on Monday that measures to combat Covid-19 have resulted in a drop in usage of public transport, but demand will return with time.

Public transport ridership is now at about 40 per cent of pre-Covid levels, after movement restrictions were eased last Friday.

He was speaking at an event at the Bishan Depot on Monday morning to start the decommissioning of Singapore's very first MRT trains.

The trains, made by Japanese manufacturer Kawasaki, have been used on the North-South and East-West Line for more than 30 years.

The 66 first-generation trains will be progressively replaced by new trains from Bombardier from next year.

Mr Khaw said ensuring rail reliability is another important task on top of expanding the rail network.

"This ethos is now deeply embedded in the corporate culture of our operators," he said, adding that rail operators SMRT and SBS Transit are now among the most reliable rail operators in the world.

This is seen in how the entire MRT network consistently exceeds a mean kilometre between failures (MBKF) of 1 million train-km, noted Mr Khaw.

MKBF, a benchmark measurement of rail reliability, refers to the mean distance between a train fault of over five minutes.

Between April last year to March this year, the MRT network achieved 1.4 million train-km between failures.

Mr Khaw said that based on data from last year, the East-West Line was awarded the most reliable line and the most improved line in terms of rail reliability.

"The East-West Line has come a very long way, especially from the 2017 train collision incident, for which all of us would never forget," he added.

"The turnaround of EWL is a good story, that no matter how low we have fallen, with determination, we can rise again, to emerge stronger."
