The notices on display will tell you which service is digging up the road. Unless they use the wrong one hahaNot necessarily same service, same road contractor can be carrying work for different providers, so it may look like sane people dig. Sometimes it's really same service though. Example.. water pipe need to divert. First you lay the new path. Test and confirm ok. Then arrange a date for shutdown. come back again to cut the old pipes and divert to the new.
