Iirc, cars for taxi companies are not required to bid for COE.

 

On the other hand, PHV cars are required to bid for COEs.

Even your car is ready stock but if your AD did not secure the bid in first round, that ready stock car should allocate to other buyers who have got the coe. Then you have to wait for another shipment even if you managed to get your coe subsequently.
