The details of the October 2018 first open bidding exercise for Certificates of Entitlement (COEs) are as follows:

Tender opens: Monday, 1 October 2018, 12 noon
Tender closes: Wednesday, 3 October 2018, 4.00 pm
Tender results: Wednesday, 3 October 2018 (Available on the www.onemotoring.com.sg website)

The total quota available for this tender is 4,669 for the following vehicle categories:

NON-TRANSFERABLE CATEGORIES:
Category A: Cars (up to 1600cc & 97kW (130bhp)) => 1,668
Category B: Cars (above 1600cc or 97kW (130bhp)) => 1,271
Category D: Motorcycles => 827

TRANSFERABLE CATEGORIES:
Category C: Goods Vehicles and Buses => 342
Category E: Open Category => 561

Looking at your table, five years on and COE of both Cat A and B have dropped from the high of >$90k to now $30k. If without the uber distription, price would have come down much earlier and likelihood, lower.

Buy buy buy, this is the good time.

Brisk business this round. Mass market showrooms all seeing good business especially Toyota. They sold out on vios and increase price before the weekend.
