Me think there was wrong doing but more of technical issue. Trade compliance is extremely complex and difficult to understand what is ok and what is not ok. The only way is to get answers from FTC. However it is well known that trade restrictions have a lot to do with geopolitics. The rules are sometimes very grey and makes it even harder to interpret. 

In sales, when there is multi million business waiting and FTC is playing hard ball with concrete answers, whether it is compliant or not, sometimes they just bite the bullet, close the deal first then worry later. 

In this case probably Huawei has ascertain that the end user is not malicious so went ahead thinking they can justify later. 

When politics are at play not matter how right it is, its never going to get you out of the woods.

The best things is they are Canadian and not even Americans

but Biden lost a lot of political capital - weak lah, kautow to China lah etc etc

Spavor is a businessman based in PRC and doing business in NK. If you are foreigner doing biz in NK, definitely never without permission from Kim. Article says he was running a tour agency specialising in tours to NK. Just makes it easier to pin espionage charges on him.

Meng is different. Besides business she is politically connected and huawei is key part of PRC national surveillance tech and network. USA probably did not expect her backing when they decide to prosecute and detain her. Intelligence failure  Thought she was just another tech company executive. Chinese say : beat a dog, see the master

rules, regulations, compliances, etc are made for "interpret" (play) ...

especially the rich and powerful with a room full with lawyers and ex-regulators ... lol
