SINGAPORE - A long-awaited move to impose tighter regulations on private-hire operators is finally on the way.

 

The Land Transport Authority said on Thursday (Jan 24) that it is proposing to license all street-hail and ride-hail operators, "as they provide the same fundamental service of transporting commuters from point to point".

 

This is a stark change from the time when these newcomers arrived six years ago, when the authority viewed them as "tech companies" and not transport providers.

 

 

The LTA said on Thursday that regulations will also cover companies which provide pre-booked chauffeured services.

 

Observers expect changes to harmonise regulations governing taxis and private-hire players.

 

The LTA noted that the change will be "different from today's regulatory framework, where one set of regulations apply to taxi operators which provide both street-hail and ride-hail services, and there are no uniform regulations that apply to operators that purely provide ride-hail services".

 

 

 

 

 

It said a new regulatory framework "will replace the existing Taxi Service Operator Licence and Third Party Booking Registration Certificate".

 

The LTA is also looking at ways to improve safety, but gave no details on how it intends to do this. Preliminary statistics from motor insurers indicate road accident rates have crept up since the arrival of private-hire firms.

 

On the commercial side, the new regulatory framework will allow drivers freedom to drive for whomever they wish. The framework will "allow LTA to prohibit all operators from having driver exclusivity arrangements", the authority added.

 

The Straits Times understands the Public Transport Council will eventually see that both taxi and private-hire companies adhere to the new regulations.

 

When asked, the PTC said it was more appropriate for the LTA to reply.

 

An LTA spokesman would not comment, merely saying "more details on the review will be made available when ready".

Didn't think through properly last time, like Active Mobility act. Couldn't even recognize Uber/Grab are just modern interpretation of the bah ong chie.

 

Now doing u-turns, prata, back flips,belakang pushing.

Whatever they try to do or intervene......nothing good will come out of it. Period.

 

IMO it's better LTA focus their energy on SMRT and their faulty trains. Can't even get it right since 2011. Another 2 more years will be a decade. Lousy Transport Authority.

Taxi's and PHVs cover 3 or 4 time more km compared to private cars (15,000 to 25,000 km a year). 

For the safety of the passengers and other road users, they should be inspected around every 40,000 km, which I think is probably every 6 months.

That will catch bald tyres as well.

Good also.. Coz some cars already in bad condition and yet the phv drivers want to save as much as possible and not going to go repair to make it good. 

 

So 1 Yr once inspection will at least get rid of such drivers. They will have to forced to make good at least to have a drivable car condition.

Long ago all cars had to do annual inspection. Then they relax the annual inspection for private cars. But after that PHV came along that are driven as much as taxis but have private car license. This is basically closing a loophole

Actually not loophole.. Coz its a fact that private car is 3,5,7,9 yrs inspection. So those drive private hire car did not break any rules at all. No loophole at all. It is just how to make things better, coz private hire car drive longer mileage and is comparable to taxi mileage if they drive full time.

Under this news last year. BTW I fully support this new safety measures, as the conditions of some PHV I have seen were quite bad, threadless tyres, non working brake light, boot cannot be closed properly...

He also introduced the new safety requirements on licensed operators as part of the new regulatory framework. Industry stakeholders and members of the public consulted on the Bill agreed that enhanced safety measures are necessary and important, said Dr Puthucheary.

All private-hire vehicles will undergo an annual safety inspection.

A spokesperson for LTA said: "Licensed operators are required to meet certain safety standards, including a minimum first inspection passing rate, and accident and offence rates."
