Contain their "war games" within and catch the loose ones aggressively. The biggest problem are the judges who let these rioters free. Then keep majority of rioters inside their uni. Then off electricity Then off wifi Then off water On off conduct assaults to give impression their fortress is secured cos police forced to retreat every time. Let's see how long this siege will last. Meanwhile, let the city repair itself. Slowly let life return to normal. But i guess parents will cry and stir more protests to lift the siege. Good to offer rioters chance to surrender unconditionally. It is probably wishful thinking. Just a small number of siginas can destroy many years of blood n sweat of what HK is before the riots. The majority is also charged with them for keeping quiet n not stepping out to say "Enuff! Stop the violence! You must start working towards a better future, not towards the death of our land." Keyword is stay. As long as all the violence and destruction is contained within, rest of HK can move on with life. They must think their fortress is impenetrable and they have an upper hand against govt n HKPF.
