I was thinking if this is submitted to TP, TP could only say he was likely speeding but would be unable to prove how fast he was speeding, can they prosecute him for speeding ?

Don't know what happened to the Mazda driver. Car suddenly went up the center divider and ended up in the opposite direction, then collided head on with a taxi and bus
