Could this be that "structural blue" paint from the Lexus LC 500? 
I wonder if it's even available outside Lexus. I watched a video by PPG (Pittsburgh Plate Glass) saying that it's a standard basecoat/clearcoat solution, colour code 8Y0, that you can order from them. But I haven't checked with any local spraypainters on this.

sidecars have to be fitted on left side

Yea right, motorcycle sidecar should be on left. Like bicycle one, saw those uncles selling ice cream outside schools, sidecar on left.
