Former rental car firm owner jailed for masterminding S$125,000 motor insurance fraud

SINGAPORE — One of four men who cooked up a motor insurance fraud scheme in 2008, leading to insurers paying out about S$125,000 in fraudulent claims, was sentenced to two years and seven months’ jail on Monday (Sept 14).

Tay Boon Hian, now aged 46, owned K&J Car Leasing and was the main operator of BM Car Leasing at the time, supplying cars from BM Car Leasing for staged traffic accidents.

He also acted as a passenger in one such “accident” and submitted medical documents to insurers after seeing a doctor.

The other three masterminds have been jailed between 30 and 36 months. They are Kenneth Wong Chong Wee, 50; Ng Chong Khai, 49; and Lim Yang Peow, 42.

Tay pleaded guilty to three counts of cheating NTUC Income Insurance and China Taiping Insurance (Singapore), which involved fraudulent claims of S$157,086 for three fake accidents.

These were staged along Tampines Avenue 6 towards Tampines Avenue 9, along Punggol Road, and along Bedok Reservoir Road towards Kaki Bukit Avenue 1.

The court heard that the four men came up with the conspiracy in 2009. 

They arranged the accidents at remote locations by lining up vehicles and intentionally colliding them into one another.

Wong was Tay’s employee at BM Car Leasing, and was the previous registered owner of K&J Car Leasing between 2006 and 2007.

He acted as a phantom driver and helped to plan and provide vehicles for the fake accidents. Tay had approached him to join the scheme, instructing him to identify the cars to be used.

Ng and Lim then staged the accidents. Lim played the part of a “stuntman”, intentionally crashing into the car of another vehicle.

Tay helped out by going to the reported accident locations to ensure no other incident had occurred there at the time, and sometimes drove around the area to make sure no other vehicles came near the staged accidents.

Ng would later refer the repair jobs to a designated workshop, Concept Services Enterprise, for a commission.

Lim used his own vehicle and recruited several individuals to act as drivers and passengers for the fake accidents.

These individuals would submit their details in reported statements to trick insurance companies into thinking the accidents were genuine.

Tay, Wong, Ng and Lim would arrange for them to submit claims to the cars’ insurers for property damage and bodily injury.

Wong and Ng also used their own particulars in various accident statements and consulted with doctors to obtain medical certificates, in order to make their fraudulent claims appear more genuine.

In September 2009, a claims review executive from NTUC Income filed a police report over the fake Tampines Avenue 6 accident.

For each cheating charge, Tay could have been jailed up to 10 years and fined.

Still have to feed them for 30 over months...I say let them go after one month... seize the passport and driving licence...one rotan each remaining month lagi bestiest...

nicely documented 

i guess there are 2 types of "specialists" .... 

1. one that cause accident and create opportunity

2. one that drive up/down all expressways and look for opportunity
