So what happens to food delivery? Quite brave ah. Instantly many heartlanders will vote opposition in anger.

Footpath or walkway as their name suggested, is for walking with foot, period.

the delievers won't suddenly be switching to bicycles after the convenience of pmds. Probably many of the riders will switch to mopeds. Can go on roads legally.

the delivery drivers may switch to electric bicycles. But maybe this will stop all the intra-estate commuting.

The authority is still in the exploratory state, but at least they take action.  we can expect rules and regulations to be changed from time to time until they find an adequate balanced  model.

Banned from footpath. Good enough. They still can ride the pcn. And dedicated cycling path.

Don't think it will be big issue. They will adapt. Already seen food  delivery on bicycle. Not that difficult to change. But riders being mostly reckless, they will probably test the limit of the enforcement first, by hoping they don't get caught.
