nowadays I only drink warm water or Zyrtec Rapid to clear nasal congestion 

when I have nasal congestion, its meds + nose spray.

I remember that there's an advertisment on vicks applying on the nose and chest during the 80s.  Perhaps that's the reason why people follow suit.
