In this case what should be the correct way of doing? When should GP doctor send people to hospital when they are treating flu of a patient?

I think with latest guide line, 5 days MC not recover. Straight to hospital.

Their PA system going to announce soon:

"没有四千万不要出门"

In Korean:

"마흔없이 나 가지마"

PS. Google translate say one...

带一兆就可以出门。

In sichuan, there are recovered patient Kenna infection again.

I don't fully trust those revovered case in China.

Since there overloaded with patient, there maybe discharged after 1st negative results to clear out hospital ward.

Unlike here need confirm, double confirm and triple confirmed before discharge.
