WHO SHOULD BE ISSUED A STAY-HOME NOTICE

1. Singapore residents (i.e. Singapore Citizens and Permanent Residents), longterm pass holders (i.e. Student’s Pass, Dependant’s Pass, Long-Term Visit Pass) and foreign employees issued with a work pass who fulfil any of the following conditions will be required to remain in their place of residence at all times for a 14-day period, under the Stay-Home Notice (SHN) measure:

d. Returning to Singapore from 15 March 2020, 2359 hrs with travel history to Italy, France, Germany, or Spain in the last 14 days.

2. Singapore residents, long-term pass holders, foreign employees issued with a work pass and short-term visitors who exhibit fever and/or other symptoms of respiratory illness and are required to undergo a COVID-19 swab test at the checkpoints will also be required to remain in their place of residence at all times for a 14-day period, under the SHN measure.

3. The SHN period will commence from the day of return to Singapore.3 Persons under SHN may resume regular activities after the 14-day period if they remain well.

WHAT MUST BE DONE DURING THE STAY-HOME NOTICE PERIOD

4. You must remain in your place of residence at all times during the 14-day period. Do not leave your residence, even if it is to purchase food and essentials. If necessary, you may opt for home delivery services or enlist the assistance of others for your daily necessities.

5. You should minimise contact with others, and avoid having visitors to your residence. You should maintain a record of persons you come into close contact with during this period. CHECK FOR SYMPTOMS

6. Monitor your health closely, i.e. twice daily for fever (i.e. ≥ 38°C) and respiratory symptoms such as cough and breathlessness. OBSERVE GOOD PERSONAL HYGIENE 7. Maintain good personal hygiene, including regular hand washing with soap and water. Flush the toilet after use, and wash your hands before and after handling food or eating, and after going to the toilet.

8. Do not touch your face.

9. Cover your mouth when coughing or sneezing.

10. Maintain good indoor ventilation.

11. Carry out frequent cleaning of your place of residence.

12. Do not share food, crockery, utensils and other personal hygiene items.

ONE MORE CASE DISCHARGED; THIRTEEN NEW CASES OF COVID-19 INFECTION CONFIRMED

1.        One more case of COVID-19 infection has been discharged from hospital (Case 111). In all, 97 have fully recovered from the infection and have been discharged from hospital.

2.        As of 13 March 2020, 12pm, the Ministry of Health (MOH) has confirmed and verified 13 more cases of COVID-19 infection in Singapore. Of these:

One is part of the cluster involving the private dinner function at SAFRA Jurong on 15 February (Case 196);
Nine are imported cases (Cases 188, 189, 191, 192, 193, 194, 195, 197 and 199);
Two arelinked to previous cases (Case 190 is linked to Case 172; Case 200 is linked to Case 165); and
One is currently unlinked (Case 198).

Links between previous cases found

3.        Further epidemiological investigations and contact tracing have uncovered links between previously announced and new cases. This was made possible with the assistance of the Singapore Police Force.

a)    Eight of the locally transmitted confirmed cases (Cases 31, 33, 38, 83, 90, 91, 138 and 151), as well as Cases 8 and 9, are linked to The Life Church and Missions Singapore. These cases are linked to another 23 confirmed cases (Cases 48, 49, 51, 53, 54, 57, 58, 60, 61, 62, 63, 66, 67, 68, 70, 71, 73, 74, 78, 80, 81, 84, 88) who are linked to the Grace Assembly of God.

b)    Five of the confirmed cases (Cases 42, 47, 52, 56 and 69) are linked to the Seletar Aerospace Heights construction site.

c)    14 of the confirmed cases (Cases 93, 95, 97, 98, 99, 100, 101, 102, 103, 104, 105, 106, 108 and 110) are linked to Wizlearn Technologies Pte Ltd.

d)    44 of the confirmed cases (Cases 94, 96, 107, 112, 114, 115, 116, 117, 118, 120, 121, 122, 125, 127, 128, 129, 130, 131, 133, 134, 137, 139, 140, 142, 144, 145, 146, 148, 149, 150, 155, 156, 157, 158, 159, 160, 161, 164, 166, 174, 179, 185, 186 and 196) are linked to a private dinner function at SAFRA Jurong on 15 February.

e)    Three of the confirmed cases (Cases 142, 162 and 163) are linked to boulder+ Gym (12 Kallang Avenue).

4.        Investigations on these clusters are ongoing. In addition to the clusters, our investigations have identified the following links between cases:

Case 72 is linked to Cases 59 and 79;
Case 75 is linked to Case 41;
Case 86 is linked to Case 82;
Case 126 is linked to Case 109;
Case 143 is linked to Case 132;
Case 167 is linked to Case 178;
Case 190 is linked to Case 172; and
Case 200 is linked to Case 165.

5.        Contact tracing is underway for the other 10 locally transmitted cases to establish any links to previous cases or travel history to affected countries or regions.

About the confirmed cases

Case 188

6.        Case 188 is likely to be an imported case involving a 53 year-old male Singapore Citizen who had been in Thailand from 23 February to 1 March. He is currently warded in an isolation room at Khoo Teck Puat Hospital (KTPH).

7.        He reported onset of symptoms on 7 March and had sought treatment at two general practitioner (GP) clinics on 7 March and 9 March. He presented at KTPH on 12 March, and subsequent test results confirmed COVID-19 infection on 12 March afternoon.

8.        Prior to hospital admission, he had run errands at Northpoint City (930 Yishun Avenue 2) and 743 Yishun Avenue 5. He stays at Yishun Street 51.

Case 189

9.        Case 189 is likely to be an imported case involving a 36 year-old male Indian national who is a Singapore Work Pass holder, and had been in India from 21 February to 1 March. He is currently warded in an isolation room at the National Centre for Infectious Diseases (NCID).

10.       He reported onset of symptoms on 11 March and had sought treatment at a GP clinic on 12 March, and was referred to NCID on the same day. Subsequent test results confirmed COVID-19 infection on 12 March afternoon.

11.       Prior to hospital admission, he had gone to work at Sumitomo Mitsui Banking Corporation (3 Temasek Ave). He stays at St George’s Road.

Case 190

12.       Case 190 is a 53 year-old male Singapore Citizen who has no recent travel history to affected countries and regions. He was confirmed to have COVID-19 infection on 13 March morning, and is currently warded at NCID. He is linked to Case 172.

Case 191

13.       Case 191 is likely to be an imported case involving a 24 year-old female Malaysian national who is a Singapore Work Pass holder, and had been in Germany from 24 February to 28 February, and Malaysia from 28 February to 3 March. She was confirmed to have COVID-19 infection on 13 March morning, and is currently warded at NCID.

Case 192

14.       Case 192 is an imported case involving a 32 year-old male American national who arrived in Singapore on 10 March from the US. He was confirmed to have COVID-19 infection on 13 March morning, and is currently warded at NCID.

Case 193

15.       Case 193 is an imported case involving a 26 year-old male Malaysian national who is a Singapore Work Pass holder, and had been in Germany from 1 March to 3 March, Czech Republic from 4 March to 6 March, Austria from 7 March to 8 March, and Hungary from 9 March to 10 March. He was confirmed to have COVID-19 infection on 13 March morning, and is currently warded in an isolation room at NCID. He is linked to Case 194.

Case 194

16.       Case 194 is an imported case involving a 24 year-old female Chinese national who is a Singapore Work Pass holder, and had been in Germany from 1 March to 3 March, Czech Republic from 4 March to 6 March, Austria from 7 March to 8 March, and Hungary from 9 March to 10 March. She was confirmed to have COVID-19 infection on 13 March afternoon, and is currently warded in an isolation room at NCID. She is linked to Case 193.   

Case 195

17.       Case 195 is an imported case involving a 47 year-old male Singapore Citizen who had been in the United States from 4 February to 17 February, and Canada from 17 February to 9 March. He was confirmed to have COVID-19 infection on 13 March morning, and is currently warded in an isolation room at NCID.

Case 196

18.       Case 196 is a 73-year-old female Singapore Citizen with no recent travel history to affected countries and regions. She was confirmed to have COVID-19 infection on 13 March morning, and is currently warded in an isolation room at NCID. She is a contact of Cases 107 and 148 and is linked to the cluster involving the private dinner function at SAFRA Jurong.

Case 197

19.       Case 197 is an imported case involving a 30-year-old male Singapore Citizen who had been in Malaysia from 28 February to 2 March. He was confirmed to have COVID-19 infection on 13 March morning and is currently warded in an isolation room at NCID. He had attended a mass religious gathering at a mosque in Malaysia, and the Malaysian authorities had subsequently reported several confirmed COVID-19 cases linked to the event.

Case 198

20.       Case 198 is a 61 year-old female Singapore Citizen who has no recent travel history to affected countries and regions. She was confirmed to have COVID-19 infection on 13 March morning, and is currently warded at NCID.

Case 199

21.       Case 199 is an imported case involving a 37-year-old male Singapore Citizen who had been in Malaysia from 26 February to 2 March. He was confirmed to have COVID-19 infection on 13 March morning and is currently warded in an isolation room at NCID. He had attended a mass religious gathering at a mosque in Malaysia, and the Malaysia authorities had subsequently reported several confirmed COVID-19 cases linked to the event.

Case 200

22.       Case 200 is a 62-year-old female Singapore Citizen who has no recent travel history to affected countries and regions. She was confirmed to have COVID-19 infection on 13 March morning and is currently warded in an isolation room at NCID. She is a family member of Case 165[1].

Case 180 (Announced on 12 March)

23.       Case 180 is an imported case involving a 71 year-old male Singapore Citizen who had been in the United States from 27 February to 10 March. He is currently warded in an isolation room at NCID.

24.       He reported onset of symptoms on 10 March and had sought treatment at a GP clinic on 11 March, and was referred to Tan Tock Seng Hospital on the same day. Subsequent test results confirmed COVID-19 infection on 12 March morning.

25.       Prior to hospital admission, he mostly stayed at his home at Bishan Street 23.

Case 181 (Announced on 12 March)

26.       Case 181 is an imported case involving a 83 year-old male Indonesian national who had arrived in Singapore on 9 March. He is currently warded at Gleneagles Hospital. He is a family member of Case 182.

27.       He reported onset of symptoms on 8 March while in Indonesia, and had presented at the emergency department of Gleneagles Hospital on 10 March. Subsequent test results confirmed COVID-19 infection on 12 March morning.

28.       Prior to hospital admission, he stayed at Bukit Timah Road.

Case 182 (Announced on 12 March)

29.       Case 182 is an imported case involving a 76 year-old female Indonesian national who arrived in Singapore on 9 March. She is currently warded in an isolation room at Gleneagles Hospital. She is a family member of case 181.

30.       She reported onset of symptoms on 9 March after arrival in Singapore, and had presented at the emergency department of Gleneagles Hospital on 10 March. Subsequent test results confirmed COVID-19 infection on 12 March morning.

31.       Prior to hospital admission, she stayed at Bukit Timah Road.

Case 183 (Announced on 12 March)

32.       Case 183 is an imported case involving a 29 year-old male Singapore Citizen who had been in Malaysia from 29 February to 4 March. He is currently warded in an isolation room at NCID. He had attended a mass religious gathering at a mosque in Malaysia, and the Malaysian authorities had subsequently reported several confirmed COVID-19 cases linked to the event.

33.       He reported onset of symptoms on 6 March and had sought treatment at a GP clinic on 9 March. He presented at NCID on 11 March, and subsequent test results confirmed COVID-19 infection on 12 March morning.

34.       Prior to hospital admission, he had gone to work at Masjid Al-Muttaqin (5140 Ang Mo Kio Avenue 6), and visited Masjid Al-Iman (10 Bukit Panjang Ring Road), Masjid Kassim (450 Changi Road), Masjid Hajjah Fatimah (4001 Beach Road) and Pergas (448 Changi Road). He stays at Bukit Panjang Ring Road.

Case 184 (Announced on 12 March)

35.       Case 184 is a 35 year-old male Filipino national who is a Singapore Work Pass holder, and had been in the Philippines from 24 February to 1 March. He is currently warded in an isolation room at NCID. He is linked to Case 172.

36.       He reported onset of symptoms on 9 March. As he had been identified as a contact of Case 172, he was referred by MOH to NCID on 11 March. Subsequent test results confirmed COVID-19 infection on 12 March morning.

37.       He stays at Lorong 28 Geylang.

Case 185 (Announced on 12 March)

38.       Case 185 is a 34 year-old male Singapore Citizen who had been in Malaysia from 22 February to 23 February. He is currently warded in an isolation room at NCID. He is linked to case 142[2].

39.       He reported onset of symptoms on 7 March and had sought treatment at a GP clinic on 9 March. As he had been identified as a close contact of Case 142, he was placed on quarantine on 9 March, and was referred to NCID by MOH on 10 March. Subsequent test results confirmed COVID-19 infection on 12 March morning.

40.       Prior to hospital admission, he mostly stayed at home at Circuit Road.

Case 186 (Announced on 12 March)

41.       Case 186 is a 64 year-old male Singapore citizen who has no recent travel history to affected countries and regions. He is currently warded in an isolation room at NCID. He is linked to Case 166[3].

42.       He reported onset of symptoms on 5 March and had sought treatment at a GP clinic on the same day, and the emergency department at KTPH on 10 March. As he had been identified as a contact of Case 166, he was referred by MOH to NCID on 11 March. Subsequent test results confirmed COVID-19 infection on 12 March morning.

43.       Prior to hospital admission, he had gone to work at Samwoh Corporation Pte Ltd (25E Sungei Kadut Street 1). He stays at Woodlands Street 13.

Case 187 (Announced on 12 March)

44.       Case 187 is a 48 year-old male Singaporean Citizen who had been in Malaysia from 28 February to 2 March. He is currently warded in an isolation room at NCID. He had attended a mass religious gathering at a mosque in Malaysia, and the Malaysian authorities had subsequently reported several confirmed COVID-19 cases linked to the event.

45.       He reported onset of symptoms on 4 March and had sought treatment at a GP clinic on the same day, and on 6 March, 9 March, 10 March and 11 March. He presented at NCID on 11 March, and subsequent test results confirmed COVID-19 infection on 12 March morning.

46.       Prior to hospital admission, he had visited Masjid Hajjah Rahimabi Kebun Limau (76 Kim Keat Road). He stays at Whampoa Drive.

Update on condition of confirmed cases

47.       To date, a total of 97 cases have fully recovered from the infection and have been discharged from hospital. Of the 103 confirmed cases who are still in hospital, most are stable or improving. 11 are in critical condition in the intensive care unit.

Update on contact tracing for confirmed cases

48.       Contact tracing for the confirmed cases is ongoing. Once identified, MOH will closely monitor all close contacts. As a precautionary measure, they will be quarantined for 14 days from their last exposure to the patient. In addition, all other identified contacts who have a low risk of being infected will be under active surveillance, and will be contacted daily to monitor their health status.

49.       As of 13 March 2020, 12pm, MOH has identified 4,910 close contacts who have been quarantined. Of these, 1,491 are currently quarantined, and 3,419 have completed their quarantine.

Health advisory

50.       Singaporeans are advised to defer all travel to Hubei Province and all non-essential travel to mainland China, France, Germany, Iran, Italy, Japan, the Republic of Korea and Spain. 

51.       All travellers should monitor their health closely for two weeks upon return to Singapore and seek medical attention promptly if they feel unwell. Travellers should inform their doctor of their travel history. If they have a fever or respiratory symptoms (e.g. cough, shortness of breath), they should wear a mask and call the clinic ahead of the visit.

52.       Travellers and members of the public should adopt the following precautions at all times:

• Avoid close contact with people who are unwell or showing symptoms of illness;
• Observe good personal hygiene;
• Practise frequent hand washing with soap (e.g. before handling food or eating, after going to toilet, or when hands are dirtied by respiratory secretions after coughing or sneezing);
• Wear a mask if you have respiratory symptoms such as a cough or shortness of breath;
• Cover your mouth with a tissue paper when coughing or sneezing, and dispose the soiled tissue paper in the rubbish bin immediately; and
• Seek medical attention promptly if you are feeling unwell.

53.       MOH will continue to monitor the situation closely. As medical practitioners are on the lookout for suspect cases, Singapore is likely to see more cases that will need to be investigated.

[1] Case 165 is a 30 year-old male Singapore Citizen who had been in France from 15 February to 7 March. He was confirmed to have COVID-19 infection on 10 March.

[2] Case 142 is a 26 year-old male Singapore Citizen who has no recent travel history to affected countries and regions. He was confirmed COVID-19 infection on 7 March.

[3] Case 166 is a 55 year-old female Singapore Citizen who has no recent travel history to affected countries and regions. She was confirmed to have COVID-19 infection on 10 March, and is linked to Case 134.
