They dictate and control the prices and only they will know - outcome will depend on how much they want to bid. This is called colluding and its a very serious offence.Dealers will just bid at their COE rebate prices +- to maximize the profits as coe falls to 10k, they have to rebate the customers as well so makes no sense.
