The outcome of COE prices are all in the hands of the key distributors.

They dictate and control the prices and only they will know - outcome will depend on how much they want to bid.

If they have their regular pre bidding meetings behind closed doors and tell one another - we shall all bid no higher than $10K, to maximize our profit, COE shall be below $10K.

This is called colluding and its a very serious offence.Dealers will just bid at their COE rebate prices +- to maximize the profits as coe falls to 10k, they have to rebate the customers as well so makes no sense.
