Heng government got think of this to prevent additional burden to the company and not make it must be a person that job is solely for data protection. So companies have leeway to put their existing employee name in the record that this person is in charge of data protection. With the rise of e-commence, their things are no longer cheap. The only good thing about physical shop is convenience; you can walk in, buy and use instantly.
