When you have to look into how to reward people for being beholden to you, then system has failed. Similar to promoting people to the rank of general in order to justify their pay and not because of their ability. You may wish to attract talent and train them, you don't have to give the rank and let them give wrong command that they have never gain through their experience.

Of course the system has already failed. Just look at the competence (or rather lack of it) of the so called leaders. From handling of dorms/FW to GPS based ERP. And the amount of reserves burnt (on a per capita basis) to tackle Covid vs other countries that are doing better.
