Ya. He's probably in the thighs. The area between the legs are pretty low so that it can fit a person. The crease above the ankle is probably where his legs are. The foot of the dino is something like platform shoes. The tail balances off the torso. The person probably controls the body tilting up/down (how it balances the weight I'm not sure) and the movement of the head.
