The roadwork has been there for some time.

Most turning cars don’t line up on the RIGHT most lane way after Sim Lim Sq junction.

The q could be 300m long already when the accident happened

a few problems:

1. road work blocking the extreme right turn lane, probably have caused traffic to queue up, and MW was trying to turn using the send lane . 

2. the toyota was blocked by another car on lane 1 immediately after the right turn, so he tried to take  lane 2 or manybe even lane 3

3. the BM was making a right turn but had never expected the wish to take more than lane 1 after the turn

all the three add up caused the problem but BM is the  root cause of the problem.

Most drivers don't have lane discipline doing lane turning.

Whenever I am in lane 2 (from right), I usually see what the car on lane 1 do.

Most drivers will turn from Lane 1 into 2.

IMHO.
The lane markings on the road, IIRC,  allows the Toyota to turn into any  of the outer lanes. 
It doesn't matter if there are construction or not,   the road markings need to be observe unless impossible.

IMHO.
The result of lazy turning.  It is an effort to turn from Lane 1 to Lane 1.
Sometimes the road design is a factor.

Was that little gap wide enough to drive through between cars to get into the shop or ah soh was attempting a failed  3 point turn? No check blind spot should be immediate failure liao 😁

Yup tht the oldies gestures ` lam pah`, no fighting ones, steady sign for not my fault......LOL.
