looking at past trend, cannot see a very clear trend that once quota drop, COE price go up drastically. Unless quota drop like 50% type..  It is more about whether the AD want to get the car ship out to customer or not. If they cannot meet their supplier quota, then obviously, they will bid higher to get it ship out. If there is no pressure, AD will wait. Most AD did not increase a lot for past 6 month, so they will unlikely to bid high price.

In this mkt, i think AD will scare to bid high price. Because another lock down come, they will have hard time building up their backlog. 

You can see like last year bidding, the amount of bid receive ves quota is almost 2x but the COE only increase $2k-3k per bidding exercise. Now that the amount of bid ves quota is only about 30% more, i think price will come down or flat. Afterall some AD promise CNY delivery. so die die this bid must get one. next bid onward, it will come down slowly until the backlog improve.

Stock market up. Property market up.

Economy still chugging along. Vaccinations ongoing.

Expected shrinking COE supply.

Neverending cars sales and promotions enticing buyers.

Don't see why COE prices won't go up.
