As long as the bid received is less than the available quota, the COE price will be $1. Once the number of bids received is more than quota available, even if the excess is +1, the COE price will jump because the automatic bid revision of all the bids which the bidder submitted will kick in. This is why we all see the spike in price. The auto revision of each bid will stop until it reaches its' reserved price. The only way the COE price will be $1 will be if the number of bids is less than the quota and that's a pipe dream.
