Should have an Act against all those irresponsible PHV drivers for the stunts / pattern leow leow attitude ....  :yuush:

Like immediate suspension of licence for 3 months for first time offenders, 12 months ban for second time and live ban for third time (PHV licence gantong)...    :darkmood:

Not say LTA never give chances but if they can repeat it again & again, sorry your lucks runs out. :ignoring:

Power-assisted bicycle riders in S'pore must pass theory test or else can't ride on roads

Power-assisted bicycle riders must pass a single theory test that covers road safety before they can be allowed on the roads.

The Land Transport Authority will see to the digital administration of these tests.

Making roads safer: MHA

The new rule is to make roads safer, the Ministry of Home Affairs (MHA) said in a statement on April 5, 2021, as part of proposed amendments to the Road Traffic Act (RTA) introduced in Parliament that same day.

“The single theory test will cover modules on both path and road safety to ensure that riders are aware of active mobility rules, the code of conduct and safe riding behaviour,” MHA said.

Riders must be 16 years old

Riders must be at least 16 years old and pay a single test fee.

The test result is valid for life except in cases of misrepresentation or fraud.

Amended Active Mobility Act

This is the same theory test that electric bicycle riders will soon have to pass under the recently amended Active Mobility Act.

The government had announced in Parliament in March 2021 that these tests will begin in the middle of the year.

A test handbook will be released in April.

MHA said as power-assisted bicycles are also allowed on roads, the amendment to the RTA was introduced.

New offences created

MHA will also create the offences of riding a power-assisted bicycle on the roads without passing the theory test.

It will also be unlawful to employ a person who has not passed the test to ride a power-assisted bicycle on the roads.

This is to take into account companies that intentionally or negligently engage the services of food delivery workers who have not passed the theory test, as well as workers who are not employed by them.

Penalties

Penalties for the offences will be aligned to those in the Active Mobility Act.

First-time offenders could be jailed for up to six months and/or fined a maximum of S$2,000.

Repeat offenders could be jailed for up to a year and/or fined a maximum of S$5,000.

Good to see this, high time they should do this. Next is there has to be good enforcement in place,  there is just not enough enforcement officers on the road.

In the end, it could be a lot of old man got caught for riding without licence.

Rather than having enforcement officer, we should use AI+CCTV.

Haha you might be right but I hope to see some positive outcome to make the road safer for all. 

And on a serious note, some of the senior citizen can be naive, ignorance and take advantage of the weakness of system.

PAB could be the only way for some of these senior citizen to move around.

Similar to PMD, the enforcement will be for a short period of time only.

MCFer will KPKB Yishun no enforcement after that.

Finally I see more is being done for non-approve safety helmets for motorbikes. I saw so many riders wear plastic helmets. Even those lao unkers who ride at 50km/hr. Even I dont rider motorbike I could tell those are not approved helmets. Looks more like for skateboarding.

More should be done to penalise reckless cyclists as well. Many fail to adhere to traffic rules.

I agree totally. Many just think that slapping licensing, putting number plates on all things bicycles the problem of errant riding will just magically go down or disappear overnight. 

They failed to realize that with proper regulations, there must be proper enforcement as well to make it a closed loop, else everything is just cosmetic. 

Else if no resources for enforcement, change the Road Traffic Act to make all citizens vigilante lah, make all road users do the enforcement work. Submit videos to TP, and TP has the power to prosecute offenders immediately. Pull the offender in for questioning, offender just dispute the video evidence and give all sorts of excuses and it becomes a game of his words against your words. By doing so, in the due legal proceedings, video submitters all have to attend court to testify for cases which aren't so clear cut. End up the whole shebang is a big waste of time. 

So yes, AI and CCTV best. But some will kpkb we cannot become Orwell's 1984.

HDB block downstairs is already PCN. From AMK all the way to MBS is PCN. No need go on roads.

“The Active Mobility (Amendment) Bill was passed in Parliament on 4 Feb 2020 to require riders of PABs to pass a theory test before they can ride on cycling paths. As PAB riders may ride on both cycling paths and roads, MHA will similarly require PAB riders to pass the  theory test before they can ride on roads. The single theory test will cover modules on both path and road safety to ensure that riders are aware of active mobility rules, the code of conduct, and safe riding behaviour.”

its high time we give errant road user heavier punishment.

but this statement, i feel its fair. imagine your car is not use without your consent but ppl use it for illegal mean and your car kenna forfited.
