it looks to me more like GTi was blocked by the slow Civic on lane 1, and cam bike purposely travel at the same speed as Civic to prevent Gti from overtaking from the left.

Nowadays trucks and vans use lane 2 on highways all the time, those hiace vans even worse some will use lane 1 drive around 100km/h plus also have until kena push away by  faster cars.
