Maybe because of public transport where the drivers expect to leave the seat to help the handicaps on PMD and the number pof bus stops alomg the way. Stopping every now & then. Firstly she saw she missed her throw and thus pick it up and put it in the drain so that the paper don't become an obstacle and trip people who doesn't see it. It's a "bu" Maybe she was drink driving, so this "gentleman" took the rap for 5k while she left the scene and could not be tested for alcohol consumption which would send her to jail and revoke her PR.
